We were the first Belgian public infrastructure to do it.\u2019<\/p><\/blockquote>\n<p>It makes no sense to describe the project\u2019s long administrative procedure for Fr\u00e9d\u00e9ric Deyonghe, environmental advisor to the\u00a0<a href=\"http:\/\/www.aiseau-presles.be\/\" target=\"_blank\" rel=\"noopener\">borough of Aiseau-Presles<\/a>, the project\u2019s initiative. What he has taken from the experience is that it is worth the money. \u2018<em>This project was a real learning curve.\u2019<\/em><\/p>\n<figure id=\"attachment_787\" aria-describedby=\"caption-attachment-787\" style=\"width: 1600px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-787 size-large\" src=\"https:\/\/www.charleroi-metropole.be\/app\/uploads\/2018\/10\/394A6618-1600x1067.jpg\" alt=\"intrant-biomasse-aiseau\" width=\"1600\" height=\"1067\" \/><figcaption id=\"caption-attachment-787\" class=\"wp-caption-text\">More than 30 tonnes of input are required per day to feed the biogas unit at Aiseau-Presles<\/figcaption><\/figure>\n<h2>Feasibility study and implementation<\/h2>\n<p>It all started with an assessment of the situation: what were the heating and electricity requirements of the communal buildings and Sambrexpo, the sports and cultural complex in the borough? Is a green energy system feasible? <em>\u2018The biogas structure was sized based on a study. So that it would be viable and profitable, at least 40% of local authority subsidies were required, to which other funding was added.\u2019<\/em><\/p>\n<p>First step: estimate the heating and electricity requirements of the buildings.<\/p>\n<p>After having completed a number of administrative reports, the borough obtained financing to carry out the feasibility study, as well as the funds required to build the structure: \u2018<em>Everything was new for us, we had to conclude public contracts to build the structure, materials\u2026 Areas of which we have little knowledge.\u2019<\/em><\/p>\n<p>Finally, after about 15 years, the biogas unit is up and running. It was commissioned in May 2015.<\/p>\n<figure id=\"attachment_785\" aria-describedby=\"caption-attachment-785\" style=\"width: 1600px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-785 size-large\" src=\"https:\/\/www.charleroi-metropole.be\/app\/uploads\/2018\/10\/394A6577-1600x1067.jpg\" alt=\"eclairer-chauffer-batiments-aiseau-presles\" width=\"1600\" height=\"1067\" \/><figcaption id=\"caption-attachment-785\" class=\"wp-caption-text\">The facility which occupies less than 1 ha provides the lighting and heating for the buildings and the hall of the borough of Aiseau-Presles<\/figcaption><\/figure>\n<h2>A very special way of working<\/h2>\n<p>The structure is located in an area of over 1 hectare and constitutes a storage space for agricultural material (manure, liquid manure, bird excrement, etc.) and the digestate (product of anaerobic digestion), two underground tanks, a technical facility with a boiler, motor for energy production and an office.<\/p>\n<p>At the entrance to the site, we also find scales for tractors. <em>\u2018Eleven farmers from the area come to get rid of their organic waste, we\u2019re talking about agricultural biomass. The structure requires 30 tonnes per day. These same farmers collect the digestate which they spread on their land.\u2019<\/em> The borough-farmers partnership is well run: the borough reimburses the charges for transporting the waste, the farmers leave with quality fertilisers.<\/p>\n<figure id=\"attachment_784\" aria-describedby=\"caption-attachment-784\" style=\"width: 1600px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-784 size-large\" src=\"https:\/\/www.charleroi-metropole.be\/app\/uploads\/2018\/10\/394A6535-1600x1067.jpg\" alt=\"intrant-fumier-cheval-fiantes-mais\" width=\"1600\" height=\"1067\" \/><figcaption id=\"caption-attachment-784\" class=\"wp-caption-text\">The input is primarily cattle and horse manure, chicken droppings and maize<\/figcaption><\/figure>\n<h2>The difficulty of the day-to-day management<\/h2>\n<p>Once the structure was installed, the most complicated part was managing the day-to-day running of the biogas unit. <em>\u2018We had a problem with the motor at the end of 2016, we had to stop the unit. The production therefore fell from 90 to 60% of its capacity.\u2019<\/em> In theory, the production unit enables the borough to be independent in terms of its heating and electricity. Currently, this is not yet the case.<\/p>\n<p>The process still needs to be improved. \u2018<em>In principle, there is a balance between what the biogas station puts into the electric network, if the borough&#8217;s demand is low, and what the borough takes out of the network if demand is high, in winter for example. According to the baseline study, this balance guarantees us a certain level of energy independence.\u2019<\/em><\/p>\n<blockquote><p>Heating and electricity are produced in a balanced way between the biogas unit and the network<\/p><\/blockquote>\n<p>Several people manage the unit. A full-time employee was hired to ensure that the station works at a technical and practical level. <em>\u2018The person who works here also works as a farmer. This is a real gain for the knowledge of the products and day-to-day management.\u2019<\/em> Another person, Fr\u00e9d\u00e9ric Deyonghe, employed by the borough, currently dedicates half of his time to administrative and finance tasks concerning the biogas unit.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-790 size-large\" src=\"https:\/\/www.charleroi-metropole.be\/app\/uploads\/2018\/10\/394A6591-1600x1067.jpg\" alt=\"tableau-connect\u00e9-intrant-\u00e9nergie-d\u00e9chets\" width=\"1600\" height=\"1067\" \/><\/p>\n<p>Everything is controlled thanks to a connected board: input, energy production, waste\u2026<\/p>\n<h2>An example which is inspiring other public structures<\/h2>\n<p>Following this experience, other infrastructures are interested in and inspired by the model adopted by the borough of Aiseau-Presles. If he had to start again, Fr\u00e9d\u00e9ric Deyonghe would improve the unit by planning an additional storage area: <em>\u2018Currently, there are three storage areas, this certainly works well but it would be easier with four.\u2019<\/em><\/p>\n<p>He would then conclude the public contract differently.
